The Ban Artificial Superintelligence Act declares it United States policy to prevent superintelligence development globally. Its pause starts the day the bill is signed; the international agreements that would make it global do not exist yet. Everything in that interval lands on the people this government can actually reach.

The Ban Artificial Superintelligence Act would create a cabinet department, a licensing regime, and a twenty-year sentence modeled on nuclear weapons law. What it does not create is a test an operator could apply to know whether the system on his desk is the one being banned.
